Yes. Plans are month to month on Starter and Team, and changes take effect at the next billing cycle with the difference pro-rated.

What counts as a user?

Anyone who signs in and edits. Read-only viewers on public map links are not charged.

Do you offer annual billing?

Yes, and it carries a discount against the monthly rate. Enterprise is annual by default.
